Gluck briefly proposes a plan for meetings and format for the academic year. Gluck suggests for the majority of teamwork to be done electronically. Meetings may be requested by team members when see need. Team members agree to proposed plan.
Gluck opens discussion with issue that faculty appointments are 9.5-month contracts. Coordinator position for this team requires 12-month attention to business. Business includes but is not limited to admissions and orientation of new doctoral students. Gluck requests input for solution to issue at hand. Chatman suggests that an ad hoc committee member from the Deans Team be appointed for handling of business over summer session.

Gluck mentions that the status of the online forms is vague. Various individuals worked on the online form over the summer. Currently Tatia Markland is working on a mock-up for approval.
B. Revised Guidelines Online
Gluck reports that the new program guidelines are mounted on the School's website in .pdf format. The HTML version remains in the process of being completed. Gluck further reports that the .pdf version contains some discrepancies. One such discrepancy is in regard to the motion passed by the faculty regarding the second semester research methods course be replaced with the Theory seminar and an optional outside research methods course. Further discussion ensued over the wording of the original motion. Gluck suggested it be confirmed via the minutes.
Action: Bonnici to contact Diane Jenkins for confirmation of wording in the Faculty Meeting Minutes.

Bonnici reports that Greg Reid will serve as representative to the team pending confirmation of his election to President of the Doctoral Student Group. Bonnici is in the process of recruiting a representative from the incoming group of doctoral students. Bonnici will continue to serve on the team.

VI. New Business
A. Team agenda item for this year: Doctoral Pay and Course Load/Teaching Assignments.
Gluck presents briefly on doctoral student pay scales and tuition wavers as compared to other schools/departments within the university. McClure suggests that a base level range of responsibility and pay be proposed. Chatman responds that School is responsible to fill positions within guidelines. Gluck further reviewed that doctoral students are teaching graduate level courses when faculty should be teaching these level courses. Gluck informs that he serves on the Graduate Policy Committee for the university and some practices may be in question as relating to current policy. Chatman suggests that Gluck secure the current policy for evaluative purposes. Gluck further mentioned that such teaching practices allow for a SUSSAI evaluation that is done on the doctoral student instructor yet reflects on the actual faculty member responsible for the course.
Gluck proposes that the main agenda for the team for this year be to examine the above issue. Team members agree to the agenda item based on the results of a fact-finding endeavor.
Action: The team will research and bring to a future meeting the following items as a basis for fact-finding:
1. Copies of existing policies and regulations for both the university and the School regarding academic workloads for doctoral students.
2. Information on doctoral student pay scales for other schools/departments within the university.
3. Information from peer LIS schools regarding policies, procedures, stipends, and workload ranges.
4. Inquire with current senior-level doctoral students regarding their experience with workloads and its effect on academic performance.
Gluck sets an October 10, 2000 deadline for completing the above tasks.
Action: Gluck will evaluate the above items and assign each item to team members by e-mail.
B. PhD seminar attendance and requirements.
Chatman suggested that the faculty be reminded to review and re-familiarize themselves with the requirements for the doctoral program. Reminder to be announced at the next faculty meeting.
Action: Gluck to check with Marion Davis for information on past seminar attendance levels.
C. Timing of Research Methods Offering.
Gluck opens with issue that many doctoral students are entering the program prior to taking the prerequisite statistics course. Thus, the first semester course load for most doctoral students is the Theory course, Research Methods, and statistics. Gluck reported that semester course timeslots and teaching loads restricted students to one section of the statistics course, which closed early in the registration process. One suggestion to remedy the issue was to offer the Theory seminar in the fall and the Research Methods seminar in the spring. Chatman debated the prudence of such an option. Bonnici confirmed that both seminars taken simultaneously compliment the learning process.

D. Checklist for Preliminary Exams
Gluck suggests that a list of items extracted from the doctoral student guidelines would aid faculty in preparing committees and students for preliminary exams. Gluck offered to work with a selection of faculty members in drawing up such a document.
E. Doctoral Program Discussion
Gluck reminds the faculty that there will be a discussion of the doctoral program goals at the next faculty meeting. Gluck proposes that the committee develop a proposed agenda to serve as a guideline for discussion at that meeting.
Action: Team members are to send a list of 3-5 items via e-mail to the team coordinator by September 20th for the purpose of building an agenda for this topic for the faculty meeting.
